Overseas Pakistanis Allowed to Import Used Cars Up to 3 Years Old

The federal cabinet has given the go-ahead for overseas Pakistanis to bring in used vehicles no older than three years. This comes after the Economic Coordination Committee made its recommendation on December 9, 2025.

Key Changes to the Import Policy

The updated rules keep only two options open for importing used cars: the Transfer of Residence scheme and the Gift scheme. Authorities dropped the Personal Baggage scheme to prevent misuse.

Several new conditions apply to make the process stricter:

  • Vehicles must meet the same safety and environmental rules as those brought in commercially.
  • The maximum age for imported cars is now three years, up from two.
  • Owners cannot sell or transfer the vehicle for at least one year after import.

These adjustments aim to support Pakistanis living abroad while protecting foreign exchange reserves and ensuring road safety.

How the Decision Came About

Before the cabinet’s approval, ministries held detailed talks. Representatives from the Federal Board of Revenue, Industries and Production, Finance, and Overseas Pakistanis took part.

Some officials wanted to end the Gift scheme, citing concerns over abuse and pressure on currency reserves. Others argued that keeping both schemes helps real expatriates without causing too much hardship.

In the end, the government chose a middle path. The policy now focuses on genuine users and adds safeguards.

Next Steps

The Ministry of Commerce will forward the changes to the Law Ministry for review. Once cleared, the new Statutory Regulatory Order will appear on the ministry’s website.
