
The Rawalpindi Development Authority (RDA) has taken firm action against an unauthorized housing project by sealing its site office and halting its launch event. This move came after the authority found clear breaches of rules, including promotion and bookings without required permissions.
Rawalpindi, February 14, 2026 – The Rawalpindi Development Authority (RDA) sealed the site office of Anchorage Islamabad Phase-II, an unapproved housing scheme in Mouza Thalian, Rawalpindi district, on Friday. Officials also stopped the project’s planned launch ceremony to prevent further violations.
An RDA spokesperson said the authority issued show-cause notices to the scheme’s director and the marketing firm involved—identified in reports as Skyways Marketing or Xpress Marketing Pvt Ltd. These notices followed complaints about heavy promotion on social media platforms, despite no official approval from the RDA.
The violations listed by the authority include:
- Booking plots without permission
- Advertising and marketing through private companies
- Putting up billboards in different areas
- Starting any development work on the site
Such actions fall under Section 34 of the Punjab Development of Cities Act, 1976. They count as cognizable offenses, which can lead to up to three years in prison or fines reaching Rs10,000 per day. Depending on the scale, extra daily penalties between Rs5,000 and Rs20,000 may also apply.
Engineer Aamer Khattak, Commissioner Rawalpindi and Director General of RDA, directed strict enforcement against such schemes. He urged the public to stay away from investments in unapproved projects.
“People should check the approval status before putting money into any housing scheme,” the RDA spokesperson said. Sponsors must stop all marketing right away and apply for the necessary No Objection Certificate (NOC). Failure to do so will bring stronger legal steps.

The RDA maintains a public list of illegal housing societies on its official website, where Anchorage Islamabad Phase-II appears as illegal.
Public Advisory RDA officials repeated their call for caution. Buyers risk losing money in schemes without proper documents or approvals.
