Punjab Rolls Out Green Property Certificate to Secure Land Ownership

The Punjab government has started issuing Green Property Certificates in phases across the province. This digital document, managed by the Punjab Land Records Authority (PLRA), serves as official proof of ownership, complete with property details, boundaries, and a map showing the exact location.

This step replaces older paper-based systems with a modern, transparent approach. It shifts from the traditional khewat records to a parcel-based system, where each piece of land gets a clear, unique identification. Landowners now receive a verified certificate that reduces chances of disputes, forgery, and legal issues.

The initiative addresses long-standing problems in Punjab’s land sector, such as unclear boundaries, fake documents, and prolonged court cases. By providing government-backed verification, often with QR codes for instant online checks, the certificate gives owners stronger legal protection and makes buying or selling property safer.

Recent updates show the system launched in 2025 and expanded in early 2026. As of January 2026, it covers 20 districts, with some reports mentioning initial rollout in areas like Lahore, Sheikhupura, Kasur, Narowal, Mandi Bahauddin, Gujrat, Wazirabad, Sialkot, Multan, and others. Officials plan to cover the entire province step by step.

The Director General of PLRA has called it a major improvement in land administration. The Chairman of PLRA described the move as one that provides real legal safeguards to owners and cuts down on land disputes.

Landowners can apply through the official PLRA website (punjab-zameen.gov.pk). They verify their CNIC, enter property details, and download the digital certificate after approval. A small fee may apply in some cases.

This reform is part of broader efforts to digitize land records in Punjab, making transactions faster and more reliable for everyone, including buyers, sellers, and investors.
