PTA Launches District-Level Licenses to Expand Internet Access Nationwide

The Pakistan Telecommunication Authority (PTA) has started issuing class licenses for internet services at the district level. This step aims to help smaller operators bring better internet access to towns and rural areas across the country.

Islamabad – In a fresh push to widen broadband reach, the Pakistan Telecommunication Authority (PTA) announced on January 1, 2026, that it has begun granting class licenses for providing internet services within individual districts. The change targets small and medium internet service providers (ISPs), especially in places where connectivity has lagged behind major cities.

The licenses come after discussions between PTA officials and representatives from the Cable Operators Association of Pakistan (CAP). A CAP delegation, headed by Chairman Khalid Arain, met with PTA Chairman Major General (R) Hafeez ur Rehman. The operators welcomed the decision, noting it meets a demand they had raised for years. They said it would let cable companies use their current networks to deliver both TV channels and internet services.

Under the new rules, each license lasts ten years and covers one district only. To apply, operators must pay a one-time fee of PKR 300,000. They also need to cover an annual license fee of PKR 100,000 in the first year, with a 10% increase each year after that. The PTA has set up an online portal to handle applications, making the process clearer and simpler.

PTA Chairman Major General (R) Hafeez ur Rehman said the program focuses on easing barriers for smaller providers and helping spread internet services at the local level. Officials expect the move to draw more local businesses into the sector, improve overall broadband coverage, and support the government’s goal of a connected Digital Pakistan.

Reports suggest the initiative could bring in around PKR 3 billion in extra revenue for the authority while creating thousands of jobs through expanded services in smaller towns and villages.
