Starting August 26, 2025, travelers on the Islamabad-Lahore M2 Motorway will face new toll rates, as announced by the National Highway Authority (NHA). The updated fees, effective until August 25, 2026, aim to support ongoing maintenance and operations of the key route connecting Pakistan’s capital to its largest province.
Updated Toll Charges
The NHA has revised toll rates for different vehicle categories using the 357-kilometer M2 Motorway. The new charges are:
- Cars, Jeeps, and Taxis: Rs. 1,330 (Rs. 3.72 per km)
- Wagons: Rs. 2,240 (Rs. 6.24 per km)
- Buses: Rs. 3,130 (Rs. 8.73 per km)
These rates reflect a 10% annual increase, as outlined in the concession agreement with Motorway Operations and Rehabilitation Engineering (Private) Limited, a subsidiary of the Frontier Works Organization (FWO).

Why the Increase?
The toll hike stems from a Build-Operate-Transfer (BOT) agreement signed on April 23, 2014, between the NHA and the FWO subsidiary. This contract requires a 10% annual adjustment starting from the second year of operation to cover maintenance and operational costs. The M2, a vital artery for commuters and businesses, requires regular upkeep to ensure safe and efficient travel.
The adjustment comes amid other recent tax hikes, such as the federal cabinet’s approval of increased vehicle token taxes, signaling a broader effort to fund infrastructure improvements.

Impact on Travelers
The M2 Motorway, connecting Islamabad to Lahore, is one of Pakistan’s busiest routes, used by thousands daily for personal and commercial travel. The new toll rates may raise costs for frequent travelers, particularly those operating wagons and buses. However, the NHA emphasizes that the funds will support road maintenance, ensuring smoother and safer journeys.
“I travel the M2 weekly for business, and this hike will add up,” said Kamran Ali, a Lahore-based trader. “But if it means better roads, it’s worth it.”

Public and Official Response
While some travelers expressed concerns about rising costs, others acknowledged the need for road upkeep. The NHA stated that the toll increase aligns with contractual obligations and is essential for maintaining the motorway’s quality.

An NHA spokesperson said, “The revised rates will ensure the M2 remains a reliable and well-maintained route for all users.”
The NHA will monitor the impact of the new rates over the next year. Funds collected will support ongoing repairs and improvements to the M2, ensuring it remains a critical link for Pakistan’s economy and commuters. Travelers are advised to plan for the updated costs starting August 26, 2025.
