Pakistan’s Higher Education Commission (HEC) has rolled out a big change for university students. Starting now, all undergraduate degrees must include hands-on internships and key certifications. This update, shared on September 25, 2025, aims to make fresh graduates better fit for jobs.
The move comes from the Undergraduate Education Policy 2023. It tells public and private universities to add real-world skills to classes. HEC wants every student to leave with practical know-how that matches what employers need.

What the New Rules Mean
Every bachelor’s program now needs at least three credit hours from a guided internship. Schools must team up with companies, small businesses, and government offices to find spots that fit each student’s major.
They can also use online tools for remote work. This helps students gain skills even if they can’t travel.
HEC also pushes for must-do certifications from trusted groups at home and abroad. These cover hot areas like:
- Computing and IT
- Health care
- Construction
- High-tech and digital economy
- Financial services
A full list of needed skills comes from the Ministry of Overseas Pakistanis and Human Resource Development. Check it at www.hec.gov.pk/site/SCD for details.
Schools can give credit for these certs if they match class goals. For IT and computer science students, some global ones can swap out elective classes.

Why This Helps Students and Jobs
This plan closes the gap between school lessons and work needs. Many grads struggle to find jobs because they lack real practice. Now, internships give them that edge.
Certifications add proof of skills that bosses value. It makes Pakistan’s workforce stronger for local and global markets.
HEC says this shows the country’s push for better-trained workers. It prepares students for a fast-changing world.
