CDA Advances EV Train Project for Islamabad-Rawalpindi Link

A key meeting in Islamabad has paved the way for a new electric vehicle train service between the capital and Rawalpindi. Held on September 18, 2025, at the Capital Development Authority (CDA) headquarters, the session focused on launching this modern link to ease daily commutes.

Chaired by CDA Chairman and Chief Commissioner Islamabad Muhammad Ali Randhawa, the discussion brought together senior officials from Pakistan Railways and CDA. Attendees included Member Engineering Syed Nafaas Raza and Member Planning and Design Dr. Khalid Hafiz.

Key Project Highlights

The proposed service will run from Margalla Railway Station in Islamabad to Saddar in Rawalpindi, cutting travel time to about 20 minutes. Officials examined the layout plan, business model, and green technology options during the session.

A detailed briefing covered ridership estimates, showing strong potential for daily use. The trains, likely diesel multiple units imported from China, will prioritize low emissions to qualify for carbon credits.

CDA will handle operations, while Pakistan Railways maintains the tracks. This setup draws from past efforts, like a short-lived service in the 1990s, but with updated focus on sustainability.

The project follows directives from Prime Minister Shehbaz Sharif and Interior Minister Mohsin Naqvi, including a feasibility study by CDA.

Chairman Randhawa’s Vision

Muhammad Ali Randhawa stressed the need to meet carbon credit rules for the EV rail cars. He called for expanding the service to other Islamabad areas with existing rail networks to boost its reach.

To ensure success, electric feeder buses will connect to Margalla Station, linking riders to key spots like the Ninth Avenue Metro and airport. This integration aims to create a seamless public transport web.

Randhawa noted the project will sharply cut traffic in both cities, where vehicle numbers keep rising. He described it as a gift to residents: affordable, safe, and comfortable travel that meets global standards.

The initiative will not only offer top-tier transport but also support Islamabad’s growth as a modern hub.

Broader Impact on Twin Cities

This rail link addresses growing congestion on roads like the Srinagar Highway. By tying into the metro bus from Saddar to Pak Secretariat, it offers end-to-end options for commuters.

Operations are slated to start by March 23, 2026, providing a reliable alternative to cars and buses. The focus on international best practices ensures reliability and user comfort.
