Pakistan Approves Rs3B for Gilgit-Baltistan Flood Recovery

Pakistan’s government has allocated Rs3 billion to rebuild flood-damaged areas in Gilgit-Baltistan, focusing on restoring infrastructure and supporting affected families. The funds aim to address the widespread destruction caused by recent flash floods in the region.

Devastation in Gilgit-Baltistan

In 2022, Gilgit-Baltistan faced severe flooding that ravaged homes, roads, and livelihoods. The floods, triggered by heavy monsoon rains and glacial lake outbursts, caused significant damage in districts like Ghizer and Gilgit. Over 1,000 homes were destroyed or damaged, 1,000 kanals of farmland were lost, and critical infrastructure, including bridges, water pipelines, and roads, suffered extensive harm. The disaster left thousands struggling to recover.

During a visit to the affected areas, Prime Minister Shehbaz Sharif announced the Rs3 billion relief package to aid reconstruction efforts. The funds will support rebuilding homes, repairing roads, and restoring water channels essential for agriculture and daily life.

Compensation for Victims

The government has outlined specific measures to help flood victims:

  • Financial Aid: Each affected family in 10 union councils will receive Rs25,000 to meet immediate needs.
  • Loss Assessment: The National Disaster Management Authority (NDMA) and Gilgit-Baltistan’s Chief Secretary have been tasked with conducting a thorough damage assessment to ensure fair distribution of aid.
  • Reconstruction Focus: The funds will prioritize repairing critical infrastructure, such as bridges and roads, to reconnect isolated communities.

Ongoing Challenges and Response

The floods have worsened the region’s vulnerability to climate-related disasters. Gilgit-Baltistan, a key tourist destination known for its stunning landscapes, has faced recurring floods due to glacier melting and heavy rainfall. In 2025, the region saw further devastation, with reports of at least 39 deaths and damages estimated at Rs30 billion. The Karakoram Highway and other vital routes were blocked, stranding thousands, including tourists.

The government’s response includes not only the Rs3 billion package from 2022 but also an additional Rs4 billion announced in 2025 for infrastructure restoration. Prime Minister Sharif has emphasized the need for better early warning systems and coordinated relief efforts. Local heroes, like three men who warned communities of an impending glacial lake outburst flood in 2025, have been hailed as national heroes and invited to Islamabad for recognition.

Looking Ahead

The Rs3 billion allocation is a step toward recovery, but officials warn that more resources are needed. Gilgit-Baltistan’s Chief Minister, Haji Gulbar Khan, has requested an additional Rs7 billion to address ongoing damages. The NDMA continues to monitor the region for potential glacial lake outburst floods (GLOFs) and landslides, urging residents and tourists to stay cautious.

Prime Minister Sharif stated, “We are committed to rebuilding Gilgit-Baltistan and ensuring no family is left behind.” As relief efforts progress, the focus remains on restoring infrastructure, supporting livelihoods, and strengthening the region’s resilience against future climate disasters.
